Ice Doesn't Announce Itself Until Someone's on the Ground

Winter turns every walking surface into a potential fall. Black ice, packed snow, and refrozen melt hide in plain sight, while cold stiffens muscles and slows reactions. A slip on level ground can break a wrist; a slip at height can be fatal. - In practice it shows up as black ice on ramps and stairs, packed snow on scaffold planks and decking, refrozen melt around entrances and gutters, frost on metal ladders and rungs, and untreated parking and lay-down areas. The hazard often appears overnight or after a thaw-freeze cycle, so a surface that was safe yesterday is treacherous this morning.
- The danger is that ice is frequently invisible — black ice looks like wet pavement, and a thin frost on a rung offers no warning until a boot skates off it. At height the consequences are catastrophic, but even ground-level falls on ice cause fractures and head injuries. Because conditions change with temperature, the surface must be reassessed as the weather shifts.
Does OSHA require employers to remove ice and snow?
Yes. OSHA's housekeeping and walking-working surface standards require walkways and work areas to be kept free of hazards, including ice and snow. Employers must clear, treat, or otherwise control icy surfaces before workers use them.
Why is cold weather itself a fall risk?
Cold stiffens muscles, reduces dexterity, and slows reaction time, so workers are less able to catch themselves in a slip. Combined with icy surfaces, this makes both the likelihood and the severity of falls higher in winter.
What makes black ice so dangerous?
Black ice is a thin, transparent layer that looks like wet or bare pavement, so workers do not see it and do not adjust their footing. It forms during thaw-freeze cycles and overnight freezes, often appearing on surfaces that were safe hours earlier.
Is it safe to work at height in winter conditions?
Only after platforms are cleared, treated, and inspected. Ice on scaffolds, decking, and ladders combined with height is extremely dangerous. If a surface cannot be kept reliably clear, elevated work should be rescheduled.
